Public Consultation and Public Hearing no. 25/2013 - Summary and discussion of the contributions received

ANP assessed the relevance of each comment and suggestion sent during the period of Public Consultation and at the Public Hearing no. 25/2013. The tables that consolidate the contributions, the deliberations of ANP, as well as their respective justifications are available for download.

Also available for download the Summary of the Public Hearing no. 25/2013 held on September 18, 2013, at the Windsor Barra Hotel, in the city of Rio de Janeiro. This document details what happened at the event and brings questions forwarded to the bureau director and their respective answers.


Public Consultation and Public Hearing no. 20/2013 - The Public Hearing of the 12th Bidding Round was held

The Public Hearing no. 25/2013 held on September 18, 2013, at the Windsor Barra Hotel, in the city of Rio de Janeiro. The Public Hearing had as its main objective obtaining support and additional information on the pre-bidding notice and the draft of the concession contract for the 12th Bidding Round.

The event was attended by the general director of ANP, Magda Chambriard, who presided the hearing, the Directors of ANP, Helder Queiroz and Jose Gutman, the Bidding Superintendent, Claudia Rabello, who acted as secretary to the hearing, and the Attorney-general of ANP, Tiago Macedo.

Chambriard opened the public hearing highlighting the importance of continuity of the bidding rounds of ANP, the decentralization of the exploratory investment for the development of the country as a whole, the development of small oil industry and the setting of national and foreign companies in Brazil, giving continuity to the demand for goods and local services, the generation of jobs and the distribution of income.

Then, Rabello, presented general aspects of the pre tender protocol and the draft of the concession contract. This presentation is available for download in this link.

Next, the floor was open to participants registered as exhibitors, who were able to ask their questions to the table and the audience.

After the break, the table answered questions forwarded in writing and issues raised during the presentations.

Public Consultation and Public Hearing no. 25/2013 - Comments and suggestions received during the Public Consultation

During the period of Public Consultation, from 23 August to September 11, 2013, ANP received comments and suggestions from 13 interested agents.

On 22 August, 2013, the Notice of Public Consultation and Public Hearing no. 25/2013, on the 12th Bidding Round were published.

The purposes of the Public Consultation and Public Hearing are:

1. Obtain contributions and additional information about the Pre Tender Protocol and the draft of the Concession Contract for the 12th Bidding Round;
2. Provide the economic agents and the other concerned parties with the possibility of forwarding comments and suggestions;
3. Identify, as widely as possible, all aspects relevant to the subject purpose of the Public Hearing;
4. Provide public notice, transparency and legitimacy to the actions of ANP.

The Pre Tender Protocol and the draft of the Concession Contract of the 12th Bidding Round are available in the websites http://www.brasil-rounds.gov.br and http://www.anp.gov.br, and at the facilities of the Bidding Superintendence of ANP, located at Av. Rio Branco, nº 65, 18º andar, Centro, Rio de Janeiro/RJ.

 

Public Consultation

The Public Consultation deadline is 20 (twenty) days in a row and will end at 5 p.m. on September 11, 2013.

The comments/suggestions on the Pre Tender Protocol and the draft of the Concession Contract should be forwarded by means of a standard form, in word format, to the e-mail This email address is being protected from spambots. You need JavaScript enabled to view it.. The use of the form is mandatory. Suggestions/comments out of the available pattern will not be accepted.

Public Hearing

The Public Hearing will be held on September 18, 2013, at a place and time to be announced shortly in this space.

 

Registration of the parties interested in participating in the Public Hearing

The form for the pre-registration of those interested in participating in the Public Hearing no. 25/2013 is available to be filled out. In this form, the concerned person must inform the name, identification document number (ID, driver's license, passport, or another official document with a photo), company, phone, e-mail and indicate the desired form of participation during the Hearing and whether he is a participant or exhibitor.

 

ATTENTION! The registration does not guarantee the participation in the Public Hearing

The pre-registration is aimed at optimizing the accreditation, but does not ensure priority of attendance. The accreditation shall be performed at the venue of the event on September 18, 2013. All interested parties, both those who registered previously and those who did not must be registered, being the manning of the auditorium filled by order of arrival.

The pre-registration form of those interested in participating in the Public Hearing no. 25/2013 will be removed from the website at 05 p.m. on September 16, 2013.

Interested parties registered as exhibitors:
The interested parties registered as exhibitors who wish to make their exposure using computing resources should forward a copy of the presentation to ANP via the email This email address is being protected from spambots. You need JavaScript enabled to view it. up to 05 p.m. on September 16, 2013.


Each exhibition will be limited to the time determined by the President of the Hearing and shall follow the registration order. The number of exhibitors will be defined on the basis of the entries made and the total estimated time.


Initially, it will be allowed the manifestation of individuals and 1 (one) representative of each entity. If there are additional comments from the participants enrolled as exhibitors or not, the President of the hearing will proceed in a way that may enable the hearing of all interested parties, taking into account the time laid down by him for that. The members of the bureau may ask the deponent on matters directly related to the presentation, thus allowing the enlightening debate.


All the events will be recorded by electronic means in order to preserve the integrity of their content and their maximum utilization as support for the improvement of the regulatory act to be issued.
