Public Consultation and Public Hearing no. 20/2013 - Deliberations of ANP on comments and suggestions


ANP and the MME assessed the relevance of each comment and suggestion sent during the period of Public Consultation and Public Hearing no. 20/2013. The reports that consolidate the comments and suggestions, the deliberations and their respective justifications are available for download.

Public Consultation and Public Hearing no. 20/2013 - The Public Hearing of the 1st Production Sharing Tender was held.


Held on 8/6/2013, according to the official schedule, the Public Hearing no. 20/2013 had as its main objective obtaining support and additional information on the drafts of the tender protocol and the contract of the 1st Production Sharing Tender.


The event took place in the auditorium of the Escola de Guerra Nava, in Rio de Janeiro. The Directors of ANP, Helder Queiroz, who presided over the Hearing, Florival Carvalho and José Gutman attended to the event. The table was also composed by the Tender Superintendent, Claudia Rabello, the Attorney-general of ANP, Tiago Macedo, and the representative of the Ministry of Mines and Energy, Adriano Gomes de Sousa.


The Director of ANP, Helder Queiroz, made the opening of the Public Hearing, highlighting the changes in domestic and international oil and gas industry scenario since the creation of ANP, the potential of the area on offer in the 1st Production Sharing Tender, Libra, and the benefits of its exploration and production.


Then, the Tender Superintendent, Claudia Rabello, presented general aspects of the 1st Production Sharing Tender. This presentation is available for download from this link.


Following the procedures of holding public hearings adopted by ANP, the floor was open to participants registered as exhibitors, who were able to ask their questions to the table and the audience.

After the break, the table answered questions forwarded in writing and issues raised during the presentations.

Public Consultation and Public Hearing no. 20/2013 - Comments and suggestions received during the Public Consultation.


During the period of Public Consultation, from 09 to 29 July, 2013, ANP received comments and suggestions from 16 interested agents. Download here the forms received by ANP.

 

The contributions form sent by the e-mail of the Ministry of Planning, Budget and Management has been removed from this webpage by formal request of the public official of this ministry who sent it to ANP. The Ministry of Planning, Budget and Management informed the Agency, by means of Letter no. 316/SE-MP, of July 31, 2013, that the comments and suggestions contained in the file do not reflect the institutional position of the Folder.

 

 


 

 

 

Public Consultation and Public Hearing no. 20/2013 - Draft of the Tender Protocol and Contract

 

As per the Amendment Notice published in the Official Gazette on 16 July 2013, a ANP extended the period of the Public Consultation and changed the date of the Public Hearing no. 20/2013. With amendment, comments and suggestions about the minutiae of the notice and the production sharing contract may be forwarded to ANP until 6 pm on July 29, 2013. The Public Hearing no. 20/2013, which was scheduled to take place on 23 July 2013, from 09 am to 12 pm, will be held on 06 August 2013, from 03 pm to 06 pm, in the auditorium of the Escola de Guerra Naval, located at Av. Pasteur, 480, Urca, Rio de Janeiro – RJ.

 

New deadlines:

- Final deadline to send comments/suggestions to the minutiae of the tender protocol and the production sharing contract - 07/29, 06 pm;
- Final Deadline for early registration of the interested parties to participate in the Public Hearing no. 20/2013 - 07/29, 06 pm;
- Final Deadline for the interested parties registered as exhibitors to send copies of their presentations to ANP - 07/29, 06 pm;
- Public Hearing no. 20/2013 - 06/08, 03 pm-06 pm.

Public Consultation and Public Hearing no. 20/2013 - Draft of the Tender Protocol and Contract


In July 09, 2013, was published in the Official Gazette the Notice of Public Consultation and Public Hearing no. 20/2013 concerning the 1st Production Sharing Tender.

 

The period of Public Consultation, amended by the Amendment Notice published in the Official Gazette on July 16, 2013, is 20 (twenty) days and will end at 06 pm on July 29, 2013. Comments/suggestions about the minutiae of the tender protocol and the production sharing contract should be forwarded by means of the standard form, in word format, to the e-mail This email address is being protected from spambots. You need JavaScript enabled to view it.. The use of the form is mandatory. Suggestions/comments out of the available pattern will not be accepted.

 

The public hearing will take place on Tuesday, August 06, 2013, from 03 a.m. to 06 p.m., in the auditorium of the Escola de Guerra Naval, located at Av. Pasteur, 480, Urca, Rio de Janeiro – RJ.

 


The goals of this Public Hearing are the following:


- Obtaining subsides and additional information about the minutiae of the tender protocol and the contract of the 1st Production Sharing Tender;


- Provide the economic agents and other interested parties with the possibility of forwarding comments and suggestions;

 

- Identify, as widely as possible, all aspects relevant to the subject purpose of the Public Hearing; and


- Provide publicity, transparency and legitimacy to the actions of ANP.

Registration of the interested parties to participate in the Public Hearing.

 

The registration form for those interested in participating in the Public Hearing no. 16/2013 is available to be filled out. In this form, the concerned person must inform the name, identification document number (ID, driver's license, passport, or another official document with a photo), company, phone, e-mail and indicate the desired form of participation during the Hearing and whether he is a participant or exhibitor.

 

 

ATTENTION! The registration does not guarantee the participation in the public hearing.

 

The registration is aimed at optimizing the accreditation, but does not ensure priority of attendance. The accreditation shall be carried out at the front desk of the auditorium of the Escola de Guerra Naval starting 02.30 pm on August 06, 2013. All interested parties, both those who registered previously and those who did not, must be registered, being the manning of the auditorium filled by order of arrival.

 

The registration form of those interested in participating in the Public Hearing no. 20/2013 will be removed from the website at 06 p.m. on Monday, July 29, 2013.

The interested parties registered as exhibitors who wish to make their exposure using computing resources should forward a copy of the presentation to ANP via the email This email address is being protected from spambots. You need JavaScript enabled to view it. up to 06 p.m. on Monday, July 29, 2013.


Each exhibition will be limited to the time determined by the President of the Hearing and shall follow the registration order. The number of exhibitors will be defined on the basis of the entries made and the total estimated time.


Initially, it will be allowed the manifestation of individuals and 1 (one) representative of each entity. If there are additional comments from the participants enrolled as exhibitors or not, the President of the hearing will proceed in a way that may enable the hearing of all interested parties, taking into account the time laid down by him for that. The members of the bureau may ask the deponent on matters directly related to the presentation, thus allowing the enlightening debate.


All the events will be recorded by electronic means in order to preserve the integrity of their content and their maximum utilization as support for the improvement of the regulatory act to be issued.

Public consultation and Public Hearing no. 16/2013

 

Held on 06/11/2013, the public hearing had as main objective obtain subsidies and additional information on the draft resolution that will govern the procedures to be adopted in the bids of areas for the hiring of exploration and production of oil and natural gas under the regime of production sharing, in addition to publicity, transparency and legitimacy of the actions of ANP.

The event took place in the auditorium of the Central Office of ANP in Rio de Janeiro.


The bureau director comprised: the Director of ANP, Helder Queiroz, the Tender Superintendent, Claudia Rabello, the Deputy Tender Superintendent, Marcelo Castilho and the Attorney-General of ANP, Tiago Macedo.

The Deputy Superintendent, Marcelo Castilho did the opening of the event, presenting the objectives of the Public Hearing. Then the Director of ANP, Helder Queiroz, underlined the importance of the participation of society in discussions on the improvement of bidding and regulatory processes. In addition, he pointed out the possibility of the discovery of the pre-salt leverage the social-economic development of the country. Subsequently, the Tender Superintendent, Claudia Rabello, held a presentation concerning the aspects of the resolution that will regulate the bidding process for the production sharing.

On May 31, 2013 was published in the Official Gazette the Notice of Public Consultation and Public Hearing no. 16/2013concerning the draft resolution that will govern the procedures to be adopted in the tenders of areas for the hiring of exploration and production of oil and natural gas under the regime of production sharing.

 

The period of public consultation is 07 (seven) days and will end at 6 p.m. on June 07, 2013. The comments/suggestions on the draft resolution should be forwarded by means of the standard form, in word format, to the e-mail This email address is being protected from spambots. You need JavaScript enabled to view it.. The use of the form is mandatory. Suggestions/comments out of the available pattern will not be accepted.

 

 

The public hearing will take place on June 11, 2013, from 09 a.m. to 12 p.m., in the auditorium of the Central Office of ANP, located at Av. Rio Branco, nº 65, 13º andar, Centro, Rio de Janeiro/RJ.

 

The goals of this Public Hearing are the following:

 

- Obtain support and additional on the draft resolution that will govern the procedures to be adopted in the tenders of areas for the hiring of exploration and production activities of oil and natural gas under the regime of production sharing.
- Provide the economic agents and the other concerned parties with the possibility of forwarding comments and suggestions;
- Identify, as widely as possible, all aspects relevant to the subject purpose of the Public Hearing; and

- Provide publicity, transparency and legitimacy to the actions of ANP.
