Public Consultation and Public Hearing 10/2019 - Public Hearing of the draft tender protocol and the drafts of production sharing agreement of the 6th Production Sharing Bidding Round
Held on 05/17/2019, the Public Hearing No. 10/2019 had as main objective to obtain subsidies and additional information to the draft tender protocol and the drafts of production sharing agreement of the 6th Production Sharing Bidding Round.
The event took place in the auditorium of the ANP, in the city of Rio de Janeiro, and the opening of the Public Hearing was conducted by Director Dirceu Amorelli, who thanked everyone for their presence, spoke about the object of the hearing, talked about the last rounds and the numbers that involve them in terms of signed contracts and signature bonuses collected. He called attention not only to the amounts collected for the State, but also to the fact that the oil and gas sector is important for the generation of jobs and income for the country.
Director Dirceu Amorelli gave the floor to the chair of the Public Hearing, Heloisa Borges, ANP's Superintendent for the Promotion of Bids (SPL), and was attended by the Deputy Superintendent for the Promotion of Bids, Josie Quintella, as well as being composed by Attorney Artur Watt Neto, representing the Federal Attorney's Office at the ANP, and Adriano Sousa, representative of the Ministry of Mines and Energy (MME).
The Superintendent explained the hearing procedures and informed that there would be two presentations by the ANP. Then, the SPL Adviser, Eduardo Peçanha Nunes, presented the main improvements and changes made in the tender protocol. Subsequently, Heloisa Borges presented the main changes in the drafts of the production sharing agreement
After the presentations of the ANP, the space was open to participants registered as exhibitors. Presentations were made by the representatives of the institutions: ABIMAQ and IBP.

There were no questions from the participants to the board and the session was closed at 4:00 p.m.

The ANP announces the postponement of the date of Public Hearing No. 10/2019 for May 17, according to the Notice of Amendment published in the Official Gazette (DOU), dated 05/07/2019. The time of the hearing will be at 2:30pm and the accreditation from 2pm.
On April 15, 2019, Notice of Public Consultation and Public Hearing No.10 /2019 regarding the 6th Production Sharing Bidding Round was published on the Official Gazette (DOU).
The public consultation and public hearing aims are:
1. To obtain support and additional information on the draft tender protocol and the drafts of production sharing agreement regarding the 6th Production Sharing Bidding Round;
2. To provide to the economic agents and other interested parties the possibility of submitting comments and suggestions about its contents;
3. To identify, in the most extensive possible way, all the relevant aspects to the matter object of the public hearing;
4. To disclose and provide transparency and legitimacy to ANP’ actions.
The draft tender protocol and the draft production sharing agreement of the 6th Production Sharing Bidding Round are available on http://rodadas.anp.gov.br/en/6th-production-sharing-bidding-round/draft-of-the-tender-protocol-and-draft-of-production-sharing-agreements and at the building of ANP’s Superintendency of Licensing Rounds Promotion, located at Av. Rio Branco, nº 65, 18th floor, Centro, Rio de Janeiro/RJ.
The period of the public consultation is twenty (20) days and it finished 5pm of May 6, 2019.
During the twenty days of public consultation, the ANP received from 07 interested parties 410 contributions to the draft of the tender protocol and the draft of production sharing agreements of the 6th Production Sharing Bidding Round.
The public hearing will take place on May 17, 2019 at the Central Office of ANP, situated at Avenida Rio Branco, Nº 65, 13th floor - Centro, Rio de Janeiro-RJ.

Registration of Stakeholders to the Public Hearing
It is available to fill the pre-register form of the stakeholders interested in participating in the Public Hearing 10/2019. In this form, the applicant must inform name, number of I.D (identity, CNH, passport, or other official photo ID), company, telephone, e-mail and indicate the desired form of participation during the hearing, if participant or exhibitor.
ATTENTION! Pre-registration does not guarantee participation in the Public Hearing.
Pre-registration is focused on optimizing the accreditation, but does not guarantee priority presence. Accreditation shall be held at the venue on May 17, 2019. All stakeholders, the ones previously signed or not, should be accredited, and the capacity of the auditorium be filled in order of arrival.
The pre-register form of those interested in participating in the Public Hearing 09/2019 was shut down at 17 pm on May 15, 2019.
Registered as exhibitors:
Each exhibition shall be limited to the time given by the president of audience and obey the order of registration. The number of exhibitors shall be set according to applications made and the total estimated time.
Initially, the manifestation of individuals and one (1) representative from each entity shall be allowed. In the case of any additional comments from participants registered or not as exhibitors, the president of the hearing shall scrutinize the hearing of all concerned stakeholders, subject to the timeframe set for each one. The board members may intervene the deponent on matters directly related to given subject, triggering an enlightening debate.
All events shall be recorded electronically in order to preserve the integrity of its content and its maximum utilization such as subsidies to the improvement of the ordinance act to be issued.
